After looking through some more features I had disabled, I found the Forum Arcade. I enabled it, so it's now up! Unfortunately, I'm not really sure what it does.

Well the arcade is a place where you can put games for members to play...when they don't have anything else to do or if the simply want.

when I try to go to the arcade it says: "You are not allowed to access arcade." why am I not allowed?

It may have something to do with Access Levels. Perhaps something glitched up in the Administration Panel. Its something Kimi could take a look at.

Funnily enough, there's nothing in the Arcade and it won't let me add anything to it, so no one is missing out on anything.
