Block #2 in the Mushroom Kingdom is giving me a lot of confusion...  Undecided

I wish I knew where it was. I've scoured pretty much every spot I know. I'm not asking to know where it is, that's gonna take the fun out of it, but I do have a few questions, because it's really getting to me.

Is the drill point to get there in the Mushroom Kingdom town? Is it in a building? What part of the town (left, right, middle) is it in?
